Developing a collaboration model to support young people in NEET situations

Objectives, activities, and results
Young people (aged 16-26) in NEET (Not in Employment, Education, or Training) situations have varied and complex needs thus requiring tailored help. On the other hand, any effective system needs to be standardized to a certain extent. The Estonian Education and Youth Board together with the Ministry of Social Affairs and the Ministry of Education and Research aims to create a future model through co-creation and service design to support NEET youth at the local level as effectively as possible.
To construct the model, first, it is necessary to identify current barriers, map out the current mobility, and assess the quality of existing services. As a result of the development process, a model will be developed with the involvement of the municipalities and NEET youth themselves.
